According to a representative of the GUR, up to 40% of junior commanders in the leading units of the Russians in the territory of Ukraine. According to Chernyak, the personnel deficit was primarily recorded in the units of the occupiers fighting against the Armed Forces in Donetsk and Luhansk regions.

"Russia will continue offensive because it has not reached its main goal - full occupation he. Chernyak also emphasized that those Russian soldiers who stand on the front line do not want to fight and go on the offensive. At the same time, many commanders are even ready to engage in self-damage to return home, to the territory of the aggressor country, and not to participate in the battles.

"Most do not plan to continue the contract, but no one asks them," the military intelligence representative added. According to Chernyak, it is for this reason that mobilized often assault without their commanders and proper interaction between different groups. Russian soldiers may have minor tactical successes, but they die massively on the battlefield, but later new units are sent to their place.

The lack of lower level commanders is not the only problem for the Armed Forces of the Russian Federation. There are also problems with the leadership in the army at the highest levels, says Chernyak. "We have already seen and continue to observe the frequent replacement of generals and commanders of different levels who have not been able to accomplish the tasks," - says GUR.

According to Chernyak, such rotation is the last chance of Russians to remedy the situation and at least partially achieve the goal. According to Ukrainian intelligence, personnel problems with the command staff in the Armed Forces of the Russian Federation will only grow.
