The separatist Kateryna Gubareva declared the intention of Russia to unite the captured territories of the Nikolaev and Kherson regions of Ukraine. According to Gubareva, which the occupiers are called the "deputy chairman of the military-civilian administration of Kherson region", the Russians do so in order to pay pensions to local residents. "There are both pensions and social payments and mobile communication," she said.
