Ukraine has expanded the list of persons who can be drafted during martial law. During the martial law, conscripts must appear in the territorial centers of staffing and social support to clarify up-to-date information about themselves, as well as to undergo a Military Medical Commission. According to its results, doctors find out how suitable a person is in military service: fully fit, limited fit, temporarily / partially unsuitable or completely unsuitable.

Based on this decision, a person may receive a deferral or be excluded from military accounting. Video Day earlier published a list of diseases that cannot be mobilized to the army. It is important to note that the presence of a disease in most cases does not indicate the unfitness of the person in service - mostly it all depends on the form of the disease, whether it is in the exacerbation phase, etc.

Also, whether a person recognizes a suitable or limited service during the war is also influenced by which of the three categories it belongs: a list of diseases according to which a person is unusable in peacetime in peacetime is much wider than a list of diseases, In the presence of which a person is unsuitable during martial law.

The Law of Ukraine on mobilization training and mobilization (Article 23) states that the conscripts are recognized in accordance with the established procedure by persons with disabilities or in accordance with the conclusion of the Military Medical Commission temporarily unfit for military service for a period of up to six months (with the subsequent passage of the Military Medical Commission) are not subject to conscription during mobilization.

The document does not clearly state the disability group, which the person is not subject to mobilization, so, leaving the text, all persons with disabilities are not subject to conscription. Article 23 also states that persons with disabilities, as well as the persons referred to in the fourth and twelfth paragraphs of the first part of this Article, may be drafted into military service in the specified period (during mobilization) with their consent and only at the place of residence.

At the same time, Ukraine stipulates that people with disabilities can mobilize to the army at their own request (voluntarily). If a person with a disability wants to mobilize, he or she must contact the shopping center and go through the VLK. According to the decision of the doctors and the military commissariat, the person may obtain permission to the service and be sent to one of the military units.

At the end of June, a bill appeared on the website of the Verkhovna Rada, which proposed to make some changes to the Law on Mobilization Training and Mobilization, namely to allow the conscription Their consent, with the condition that they will be in military service within the area where they are registered or resided. That is, persons with disabilities can be mobilized, but with their consent. They can also serve within the area where they are preserved or live.

Lawyer Ivan Liberman commented on the mobilization of persons with disabilities: “It is possible to participate in hostilities in different ways. You can raise ammunition, dig trenches or cook food, etc. That is, the Armed Forces service can be completely different, the so -called alternative service.
