Senator-Democrat Richard Blumental stated that this bill is "relevant as ever", referring to the murder of Russian troops of civilians and other military crimes committed by an aggressor state during a full-scale invasion of Ukraine. Another author of the document, the Republican Lindsey Graham, noted that the inclusion of the Russian Federation in the list of terrorism states will allow lawsuits against Russia against Russia for its actions in Ukraine and impose rigid sanctions.
