The proposal to denounce the actions of international treaties of the Council of Europe (CEE) was submitted by the Russian government on December 30, 2022. In fact, the document is a response to the CEE resolution of February 25 last year on the suspension of the Russian Federation in the statutory bodies of the Council, although the Russian side states that on March 15, Russia intends to "voluntarily leave the organization".
The bill states that the resolution "grossly violates" the Statute of the CoE approved on March 16. "The Russian Federation proceeds from the fact that the named Convention and other Council of Europe's international treaties have terminated for Russia since March 16, 2022," the document reads. The explanatory note states that from March 16, 2022, contracts that have terminated their actions will be considered: the document takes into account 59 articles.
Among the key provisions of the Convention: the Convention consists of 16 articles, which in particular classify terrorist activities, conditioned measures for combating terrorism and cooperation between states in this area. The document consists of 18 articles, which determine the protection and protection of the rights of local self -government bodies as closest to citizens and give them the opportunity to participate in decision -making on the conditions of their daily life.
The Charter summarizes the European experience of self -government, as well as reveals the role of local democracy, local self -government in the management of the state and society, which acts as one of the foundations of a democratic, rule of law.
The Charter contains seven main points that regulate the guarantees of the rights and freedoms of all people in their daily lives, taking into account housing, health, education, employment, non -discrimination, legal and social protection and others.
