Increasing wages and development of small cities. How to return Ukrainians from Europe after the war?

The war has forced millions of Ukrainians to leave the country and look for shelter in the Western countries. After its completion, the Ukrainian economy will not be in the best condition, but without these millions of people will be even worse. In addition to those Ukrainians who went abroad, there are other categories that the economy has lost for a certain period of time or forever. It is about those who were forcibly taken abroad, the dead military and civilians, people with disabilities, etc. This blow is already stronger than during the Second World War. Although many have returned from abroad, most can still remain. According to various estimates, about 8 million are not set after the war to go back to Ukraine.

They could lose home, business, family breadwinner or hope for the better. Therefore, no matter how high -tech the country's restoration will be, human capital will need to be restored. Without it, the economy will lose money - economist Alexei Kush estimated that it is minus $ 40 billion for $ 8 million. Moreover, 60% of GDP is a final consumer orientation sector. Money will lose a business that cannot sell its services and goods.

Therefore, in order to encourage Ukrainians to start it, it is necessary to make this process more favorable. The new business will create jobs, and in parallel the standard of living: medicine, education and the opportunity to buy your home. Incidentally, a cumulative pension system with a long -term land rent in the form of an increase to pension payments should appear. Of course, this is possible if safety is provided for yourself and your family.

However, it looks like good wishes - their implementation can be much more complicated. Therefore, the authorities should resort to non -schooled decisions. In particular, to give cumulative pension funds the right to buy and resale farmers of agricultural land, as well as to long -term land lease. And those who have remained in Ukraine and those who have left can be encouraged to be attached to the Ukrainian economy through favorable investments in various state and public-private projects.

In this case, this process should be dramatically easier than it is now. People also have to know where they come from the abroad. Therefore, you will have to focus a lot of efforts on solving the problems of small and middle cities with a population of 10 thousand to 500 thousand people. They are more unprotected than the Ukrainian village or millionaires. They also have the largest industrial enterprises.

After the war, in order to breathe new life in them, people should be provided with housing, work, places, infrastructure, urban environment and life drive. These factors are the most important for the development of a small town. In addition, large budgetary funds should be invested in infrastructure for the standard of living. Money cities have to come to people.

Even raising salaries for state employees and various social payments will already be distributed in the local economy and will provide development. Residents of different regions will be able to choose the most comfortable for them at work and standard of living a settlement and relocate there instead of emigration. Other events are needed to return Ukrainians to their homeland.

In particular, according to Olga Trofimtseva, the Ambassador of Special MFA and Excels of Agro -Policy, attention should be paid to regions bordering the Russian Federation.
