According to the rector, Russian online sites should mark VPN services as mobile programs of the category "18+", as well as warn users of "threat of information security", that is, the ability to transmit data to the third party. According to Stanislav Kuj, in addition to social networks blocked in Russia, technology opens access to sites, which contains "destructive content", which is a great danger to minors.

The state regulator Roskomnadzor has been constantly blocking VPN services for several years, but the peculiarity of VPN technology (virtual private networks) does not allow them to be taken under full control. The rector drew attention to YOTA research, according to which, from March to July 2022, Russia ranks second in the world in terms of VPN programs, inferior to India. At the same time, since the beginning of the year, the number of Russian users of such services has increased by 53.

5 times, which speaks of high demand. The recent socialization of the opening bank has shown that about a quarter of Russia's residents continue to use the Facebook and Instagram prohibited social networks in the country, bypassing blocking with VPN.
