The state regulator Roskomnadzor has been constantly blocking VPN services for several years, but the peculiarity of VPN technology (virtual private networks) does not allow them to be taken under full control. The rector drew attention to YOTA research, according to which, from March to July 2022, Russia ranks second in the world in terms of VPN programs, inferior to India. At the same time, since the beginning of the year, the number of Russian users of such services has increased by 53.
