Foreign Minister Dmytro Kuleba proposed to launch a special program for Russian soldiers who do not want to fight against Ukraine. “Mess: Flee and run. Make a weapon, give up Ukrainian troops and get a new life, ”Kuleba said in a Reuters comment.
