Montenegro Foreign Ministry has made such a decision in accordance with Article 9 of the Vienna Convention on Diplomatic Relations, which allows the diplomat to be declared a non-grata person without explaining the reason. The department required that Vladislav Maslennikov leave the country within seven days, but if the ambassador remains, he would have no authority. The diplomatic term "non-grata person" means that a person is an undesirable person in the state.
According to the Russian Taras Agency, Vladislav Maslennikov commented on Montenegro's actions on the air of the TV channel "Russia-24" and noted that the Montenegrin authorities did not explain the reasons for its decision. He stated that the expulsion would adversely affect the development of relations between states and promised measures in response to Russia. As the diplomat added, the people of Montenegro mainly supports the position of the Russian Federation and does not detect Russophobia.
Vladislav Maslennikov has been holding the position of Ambassador Extraordinary and Plenipotentiary of Russia to Montenegro since July 2019. Before that, he worked for eight years Deputy Director of the Department of pan -European cooperation of the Ministry of Foreign Affairs of the Russian Federation.
