Black List Fatf and Russia: When the aggressor country will make up the company Iran and North Korea

After the start of a full-scale invasion, Ukraine has repeatedly insisted on the assignment of Russia as a terrorist country to the black list of the International Group on Combating Dirty Money (FATF). In financial circles, it is equivalent to the Taurus of the Land of the Land, with which any affairs are avoided. Why FATF has not yet applied this measure to Russia and when it could happen.

The anniversary of the full -scale invasion of Russia into Ukraine in FATF has been limited to an indefinite suspension of Russia's membership in this organization. In its new review, "Russia and Dirty Money. When the aggressor country is on the black Fatf list" Focus analyzes the possible consequences of this step.

According to Maxim Boyarchukov, Maxim Boyarchukov, managing partner of the law company, Maxim Boyarchukov and partners, the managing partner of the law company "Maxim Boyarchukov", the suspension of Russia's membership in FATF means that all entities, by carrying out any transactions with the Russian banking system, should be of great caution.

"Currently, most countries understand the realities of Russia's war against Ukraine and the risks that the state aggressor for the international financial system comments," comments the focus. Any transactions related to the financial system of the Russian Federation should weaken Russia's economy and give it problems with the financing of war. " However, as of Russia, FATF is now being applied to Russia, rather, they look semi -measured.

According to the comment of Focus Boyarchukov, the suspension of Russia's membership in FATF is not identical to its inclusion in the black list, but is an intermediate stage. Therefore, such a decision is most likely not a complete victory for Ukraine.

Vitaliy Shapran, economist, member of the Financial Analytists Society explains that in order to attribute the Russian Federation to the Black Fatf list, it should meet certain criteria, such as the lack of an internal system of combating money laundering, identification of banking clients, etc. Formally, such control systems in Russia operate, and it is obviously interfering with the use of more rigid measures to the aggressor country.

But it should be expected that now the appropriate functions in the Russian Federation will degrade. "The exclusion of the Russian Federation from FATF participants means the termination of information from most members of members. Accordingly, now in the Russian Federation it will be more difficult to fight money in the Russian Federation, which is the first step to the black list," Vitaly Shapran explains.

The further development of events, according to Shapran, will depend on the behavior of the Russian power. And here the expert recalls the emergence of common economic projects between Russia and Taliban and Iran, in the context of which the black list does not seem as far as it seems to some FATF officials, which are being evaluated by formal grounds while evaluating the Russian Federation. We will remind, the famous weapons of Russian terrorism in Ukraine became Iranian shock drones Shahd.

And the media, recently, have been full of reports of deepening partnerships between Russia and Iran, including in the military plane. This increases tension in the region and is concerned about the world community. Let us clarify, as of now, Iran, which provides Russian drones, is on the Black List Fatf, together with the Korean People's Democratic Republic (DPRK) and Myanmar. With another participant in the Black List - the DPRK - in Russia, too, recently deepened relationships.

As reported by Focus with reference to the press service of the North Atlantic Alliance, NATO Secretary General Jens Stoltenberg stated on January 30 that North Korea had put the Wagner PVC for the Redea Federation against Ukraine. It is not excluded that such ties with the FATF blacklist countries are facilitated by Russia's "bad company" faster. However, the path can stretch for years. The same Fatf Iran made a blacklist in February 2020 after repeated warnings and a waste of reaction to them.
