Price restriction on gas in the EU, explosions on gas pipelines and Russian terrorism

Russia continues to terrorize Ukraine and the European Union at the gas front. Explosions and fires on gases have become the norm. But even here, the Russian Federation missed on December 20 on the Russian section of the Urengoy - Pomara - Uzhgorod main gas pipeline - in the Russian region of Chuvashia - there was a depressurization that led to the explosion and fire.

The explosion occurred during construction and assembly works, which, according to the Russian Agency "RIA Novosti", was conducted by Gazprom Transgas Nizhny Novgorod. It is no secret that Gasogin "Urengoy - Pomera - Uzhgorod" is the only route of supply of Russian gas from Siberia to the European Union through the territory of Ukraine. The pipeline crosses the Russian-Ukrainian border in the area of ​​"Sudzha" station in the Kursk region of the Russian Federation.

Even this fact suggests that this incident is most likely to be stationed in the Kremlin. The enemy motifs can be traced. The first motive is to try to create problems in Ukraine in terms of gas transportation modes for Ukrainian consumers, including generations, and thus expand the tools to block the capabilities of our power system. But here the aggressor miscalculated: we will handle.

This was probably understood by the enemy, because at the time of the release of this column there were no changes in the modes of supply of Russian gas to the gas transmission network of Ukraine for further transportation to European consumers.

The second motif is to squeeze gas prices in the EU until Priskep has come into force at 180 euros per megawatt/hour (approximately equal to $ 2100 per thousand cubic meters), which was approved by the European Union on December 19, and extends to exchange trading, but but From February 15, 2023. Here, the enemy expects to the financial plan of our allies and accelerate inflation, until the price restrictions have been imposed.

For example, according to Germany Statistics (Destatis), in November 2022, industrial inflation was 28. 2% officially informed the Federal Statistical Office, and in September there was a historical peak of this indicator, which was previously recorded only in 1949. In this context, it is extremely important to pay attention to the value of the price restriction and the period of introduction.

On the one hand, such a decision is some progress, because a month ago, a price limit of 250 euros per megawatt/hour was discussed, which is equivalent to $ 2600 per thousand cubic meters of natural gas. At the same time, on the other hand, during 2022, only forty days of trade quotations of natural gas in the European market exceeded a certain ceiling at 180 euros per megawatt hour.

Therefore, it would be appropriate to improve the mechanism of limiting the price of gas in the EU through the adoption of three edits. The first editing is to make Prixkep to be tougher and tie it to the level of 130 euros per megawatt/hour, which is equivalent to $ 1,400 per thousand cubic meters of natural gas.

The second editing is the instant entry into force of price restriction, without the option of inertial installation of Priskepa according to the results of a three -day study of indicators. The third edit is to extend the effect of price restriction to all calculation mechanisms. As the current model, there is a risk of a sharp decrease in contracts through the exchange mechanism and an increase in the share of extra -market pricing.

If the mechanism of price restriction in the EU is not improved, then there is a rather high risk of repetition of various corrupt incidents at gas transmission infrastructure.
