According to analysts, Moscow gives priority to the designation of its forces in a proper order, rather than a desire to completely stop the counter -offensive of the Armed Forces. The large -scale battle for Kherson was not completed, and Russian troops at the order of the Ministry of Defense of the Russian Federation launched a new phase of conflict. This is stated in the new report of the ISW War Study of November 9.

According to analysts, the statements of the head of the Ministry of Defense of Russia Sergiy Shoig and the commander of the Russian group of troops in Ukraine Sergey Surovikin about the removal of units from Kherson marked the beginning of the systematic and combat retreat of the Armed Forces of the Russian Federation through the Dnieper on the Dnieper on pre -prepared positions on the left bank.

Such a strategy, as they expect in Moscow, will preserve the military power of the occupation formations against the background of a possible counter -offensive of the Armed Forces of Ukraine. The removal of the entire Russian contingent through the Dnieper will take some time, and it is not yet clear whether the invaders will be able to carry out a relatively good order under the pressure of Ukraine.
