According to the layout, Putin's appeal to the Federal Assembly on September 30 will be carried out by analogy since 2014, when Russia annexed Ukrainian Crimea. Deputies and senators are likely to gather in the Kremlin Hall, Putin will turn to them as a result of the "referendums", then the signing of the territorial accession agreement should be signed. It is possible that Putin will come to the State Duma.
On Friday, September 23, Russia launched pseudo -referendums "for joining the Russian Federation" in occupied parts of Donetsk, Lugansk, Zaporizhzhya and Kherson regions of Ukraine, which wants to create a legal reason for their annexation. Voting will last until September 28.
