In the first days of the Russian invasion, Ukrainian citizens were massaged, and this became a deterrent to both Russians and potential traitors. This was stated by the Minister of Internal Affairs Denis Monastyrsky, the Ministry of Internal Affairs press service reports. In particular, he commented on the initiative to distribute weapons to Ukrainians who had not previously held it in their hands. The purpose was to equip the potential guerrilla resistance.

The survey was created on the initiative of the Ministry of Internal Affairs. Defense Minister Alexei Reznikov stated that in his opinion, Ukraine needs liberalization and legalization of weapons circulation. On February 23, the day before the start of a full -scale invasion of Russia, the Verkhovna Rada approved a bill on the right to civilian firearms.
