He just looked at the results of the Communist Party in the previous 70 years and could not do anything with it. He saw the USSR spending the last dollars on the purchase of grain in Canada, which was not enough.
He saw 40% of the rubles went to the military-industrial complex and could not do anything with it. He wanted to save the USSR. No less than those grandparents who wanted to eliminate it. He just knew more about the USSR economy than they were. But even knowing this, he tried desperately to save the dying empire. And he could not. Although he tried. But he could not because economic freedom was needed to save the USSR. Market economy. And economic freedom always goes along with freedom political.
Could Gorbachev drown all the sprouts of freedom in the blood? Purely theoretically could. But this would not change the economic situation. And you cannot compare with China.
