Prolonged digital jump: active fighting, occupation of part of the territories, large -scale destruction of housing, dynamic internal and external migration always require Ukrainians to design new and new documents. And since during the war online is no longer luxury, but the need, the Ministry of Digital Transformation launches dozens of new services in the application, which is already used by almost half of the country's population.

In the meantime, the digital state works on the battlefield with the enemy: it reflects cyberattacks and strikes the cyberspace of the Russian Federation, collects an army of drones and uses artificial intelligence to identify the killed Russian military.

NV spoke with Viceremier and Minister of Digital Transformation, Mikhail Fedorov about Digital, the future of Ukraine and the technological military today. - What is the role of a digital state during the war and what services became the most popular under such conditions? - The war showed - digital products are the foundation for the state to function. Thanks to them, the economy is now working, taxes are going, customs operates, social payments are taking place.

And all this is administered purely online. We had a plan to launch this year, and a large layer of work appeared separately because of a full -scale invasion. Since February 24, 4 million users have been put into operation. Now 18 million Ukrainians are now used application. And we respond very quickly to the needs and problems that arise in society. In total, these are dozens of new services and digital documents that we launched over the last six months. The most popular were payments of 6. 500 UAH.

For several million people living in settlements with active combat actions and services related to damaged property, about 270,000 applications have been taken through the portal and application. We also launched IDPs (internally displaced persons) - applying for status. Soon we will add the opportunity to remove from registration and change the address of registration of IDPs. At the beginning of March, an efficiency was launched - a temporary digital document for the martial law.

It is used to identify a person, for example, at checkpoints or in other life situations. They also launched a Chat Bot Evorog, Action. TV and Action. Radio, Autotov on the portal and other services. Recently, we have translated a foreign passport, a driver's license and a passport in the application. This is very convenient for millions of Ukrainians who are now abroad. New digital documents were added - a pension certificate, a temporary and permanent residence permit.

The function of the technical passport on the car and the possibility of paying penalties from the patrol police was restored. - What new digital opportunities are waiting for Ukrainians in the near future? - We launch military bonds - people will be able to buy them in action and even earn it while their money is used for the needs of the Armed Forces.

Further, in October, we plan to launch a preferential mortgage - in a few pegs in the action it will be possible to send a statement and get a document that you can take this loan. We are also working on a car customs clearance service: we are currently waiting for a corresponding bill from the Verkhovna Rada, but the technical part is almost ready.

The development is an online permission to travel the child abroad, thanks to which one of the parents, with the mutual consent of the other, will be able to arrange it in action free of charge without a notary. The large comprehensive anti -corruption service we are working on is the registration and re -registration of the car, when the relevant documents can be made without going to the Ministry of Internal Affairs.

There is still a digital court project, but this area is quite difficult for transformation and it still needs to be made a lot of fundamental. We have already launched a court notification of the court sessions, but we want to use artificial intelligence in the courts and work on it with Amazon. We also continue to work on the transformation of the social sphere - we want to make all social services automatic, without officials and online. From IDP status to retirement and disability.

This is a very difficult system reform because it requires the creation of a single information base. From the point of view of state management, this is a very important project: in addition to quality service for people, it means verifying information and removing from the system of "dead souls". And this, in turn, saves money on inefficient payments, which makes it possible to index others.

- As a result of the war, many again excite the issue of digital safety - how protected the action and personal data of the Ukrainians stored in it? - entirely. The action only displays personal data from the state registers, it does not store them - this is the most important thing. From the very beginning, we built an architecture of the application so that you do not create an additional database, which will then need to be protected, because it will be 100% the subject of all attacks.

So now we have separate registers and all transactions are happening there, and we are already protecting each of them separately. It is easier to do this when registers administer different teams in different state bodies. We have reliable backups, that is, keeping all the data in all circumstances. Therefore, we will very quickly ensure the deployment of reserve registers and recovery of data, if necessary.

In addition, from the very beginning of the creation of the action, we conducted the so -called Bug Bounty - paid ethical white hackers from all over the world to find vulnerability in the action infrastructure. A million fund was allocated for this. We have already spent two stages Bug Bounty and hackers have never found critical vulnerabilities that would affect the safety of the application.

We also have Red Team - a team that attacks us 24/7 and finds weaknesses on different sites and information resources. That is, now we know how to crash. We just have never been engaged in attacking other countries. - How is the war with the Russian Federation in cyberspace and do we have success in it? - Russia made a full -scale invasion of our cyberspace six months before the beginning of physical invasion.
