On February 21, this year, during his speech before the Federal Assembly, the President of the Russian Federation Vladimir Putin stated that Russia was terminated in the Russian-American treaty on reducing strategic offensive weapons (S-3). At the same time, he stressed that the state did not completely come out of this initiative.
