Russian troops occupied the Crimea, established control over the territory of the peninsula, carried out a decision through the Verkhovna Rada of the Autonomy to proclaim the Crimea as an "independent state" and staged a "referendum" on the accession of this state to Russia. Is there the same thing in Donetsk, Lugansk, Kherson and Zaporizhzhya regions? - writes Vitaliy Portnikov for the Crimea. Video of the day I think, of course, no.
At the time of the UN General Assembly, the Russian troops were completely controlled by the UN General Assembly of the UN by the UN General Assembly. The decision on "independence" and "accession" - let three times illegitimate from the point of view of Ukrainian legislation and international law - made part of the deputies of the Verkhovna Rada of the ARC, that is, the deputies of the population of the peninsula.
In the case of Donetsk and Luhansk regions, all decisions are made by representatives of pseudo -parliaments who have appeared in these territories after occupation and can hardly be seen as real local self -government bodies. In the case of Kherson and Zaporizhzhya regions, decisions are made by some "folk ladders", which, confident, cannot give their decision even the illusion of legitimacy.
Crimea at the time of "accession" was declared "an independent state" - Russian legislation does not provide for the accession of regions of other states to Russia. The same model is carried out in relation to DNR and LNR: they are declared "independent states" and their "independence" is recognized by Russia. But in the case of Kherson and Zaporizhzhya regions, even this necessary principle for Russia itself is not maintained.
Judging by the statements of the local "Gaulayters", these territories will have to be declared "states" during the "referendums". But who has the legitimate authority to make such decisions? After all, even such quasi -parliaments as in Donetsk region, in Kherson and Zaporizhzhya regions. And most importantly - Russian troops failed to enter the administrative borders of the regions that are occupied, as it was planned at first.
And in this the situation with Donetsk, Lugansk, Kherson and Zaporizhzhya regions, I think, is radically different from the situation in the Crimea. In 2014, Putin could tell fellow citizens about "peaceful special operation" and "return to his native harbor.
" In 2022, he involved Russia into a bloody war and annexation of the occupied areas - it is not the way to its completion, but a step to the escalation, which once again demonstrated the decision of the Russian President to mobilize reservists. Therefore, I am sure that the decision on the "urgent" annexation of four Ukrainian regions - first of all, testifies to Vladimir Putin's weakness.
