The destruction of Kakhovskaya hydroelectric power plants was well prepared and supported

A few days before the destruction of the Kakhovsky Hydroelectric Dam, a resolution of the Government of the Russian Federation was adopted, which could be a convincing proof of the Russian Federation's involvement in this catastrophe. This was stated by the Presidential Advisor on Economic Affairs Oleg Ustenko in a comment to Newsweek.

As Oleg Ustenko reminded, on May 30, a week before the destruction of the dam, the Russian authorities adopted a resolution aimed at "ensuring the safety of hydraulic structures" in the territory of Donetsk and Luhansk regions, in Kherson and Zaporozhye, which she declared annexed last year in September. The document stipulates that by January 1, 2028 it is prohibited to investigate accidents at hydraulic structures that occurred as a result of hostilities, sabotage and terrorist activity.

The resolution was signed by Russia's Prime Minister Mikhail Mishustin, it came into force on the day of publication. Russia claims that it is not on the events on the Kakhovskaya hydroelectric power station, but as Oleg Ustenko noted, it is necessary to have a "very bright imagination" in order to believe that the decision was made a few days before the destruction of the dam was coincidentally. “Of course, coincidences happen.

However, when the Russian government approves a special resolution on a special regime in special territories in case of special accidents at hydraulic facilities, it has a suspicious appearance, ” - said Advisor to the President of Ukraine. “It seems that this may be evidence when the resolution was signed by the Russian Prime Minister on May 30 and came into force the next day. And a week later, the largest hydropower disaster in Kherson region happened, ”he added.

Oleg Ustenko noted that the attack on the Kakhovsk hydroelectric power station occurred exactly as the "accidents" were described in the official document related to the resolution. In his opinion, the destruction of the dam was well prepared and supported by Russian national legislation. "Moreover, paragraph 10 of this legislation prohibits any investigation into such accidents by January 1, 2028," Oleg Ustenko stressed.
