"Instead, the Russian forces are largely relying on the launch of a large number of Shahaned drones of Iranian production to suppress Ukrainian air defense, although the Ukrainian forces were more effective in knocking down Russian high -precision systems than during the previous Russian air campaign," the report said. The ISW notes that a more limited air campaign was still more regular than the previous wider Russian campaign against critical infrastructure. American analysts believe that Russian forces can try to perform almost daily series of blows to present themselves as successfully holding back potential future Ukrainian counter -offensive operations.

"The probable goals and limited nature of this campaign indicates that the Russian forces are concerned about Ukraine's current opportunities, although reducing the effectiveness of these blows is probably not holding back Ukrainian opportunities as a whole," analysts summarized.
