The project will be handled by the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation, the Roskomnzor Regulator, as well as engineers of the Center for Monitoring and Management of the Communication Network. It will take two years and 1. 2 billion Russian rubles for this purpose. Money to track users will be allocated from the state budget.
The publication specifies that the new system will allow you to track what data is transmitted by mobile operators (mobile Internet) and Internet providers. This is necessary to identify the violators of the legislation - those companies that do not fulfill the requirements of the regulator (mean different regulations and the law on "sovereign Russian Internet"). It is not known exactly what the architecture of the Runet monitoring system will be.
Some experts believe that the entrance/exit points, streaming information will be controlled, first of all. It will be a network in the center of which will be Roskomnadzor, and providers will have to join it to give access to traffic. Experts have expressed the opinion that providers who will give up the "services" of the regulator will simply lose their business, because they will be forbidden to provide information from their customers to customers of other operators.
