It is believed that a controlling stake belongs to structures close to Arcadia Rothenberg, the second Russian President Vladimir Putin.

The RBC-Ukraine agency, citing its own sources in law enforcement agencies, also confirms that the Prosecutor General's statement refers to Ocean Plaza. According to Kostin, the pre -trial investigation found that the funds received from the activities of the mall were transferred from the chain of financial transactions to the accounts of Russian citizens.

After that, the money, among other things, was used to finance production and supply of ammunition for the Armed Forces of the Russian Federation. Another criminal proceedings concerns the arrest of corporate rights and 35 real estate objects of the enterprise, also related to the Russian Federation. It is one of the largest producers of organic chemicals in Ukraine. The total amount of the arrested is more than UAH 2. 3 billion.

During 2017-2022, the officials of the enterprise evaded taxes in the amount of more than UAH 3 billion. The investigation also believes that they illegally transferred more than UAH 5 billion to a non-resident legal entity under the control of the Russian oil company for the purpose of legalization.
