Human Right Watch was accused of the Armed Forces of Use of Forbidden Mines: What is known
Anti -personnel mines were found east from and around raisins. The city is located in Kharkiv region. It is argued that human rights activists have documented the use of "min-seal" from the Armed Forces. Since Ukraine is a member of the Agreement on the ban on the mines of 1997, the use of any anti-personnel mines is prohibited.
"It seems that the Ukrainian forces have widely scattered land mines in the area of raisins, which led to victims among civilians and creates constant risk," says Steve Guz, Director of the Human Rights Watch. At the same time, he added that the army of the Russian Federation has repeatedly used "mines-peals", but this does not justify their use of Ukraine. Such mines are scattered from aircraft, rockets and artillery or special starting installations.
Their application also violates international humanitarian law. PFMs cannot distinguish civilians from combatants. All 9 districts around the raisin have "mines-peals" because of this human rights activists suggest that the purpose of the spreading were Russian troops in those areas when they were still occupied. As of 2021, Ukraine has informed the UN Secretary -General that it is still necessary to destroy 3. 3 million mines of PFM.
According to Ukrainian officials, the only type of anti-personnel mines remaining in the warehouses of Ukraine is PFM contained in the 220-mm jet shells of 9m27K3 for Hurricane RSSU. The remnants of the rockets used with mines were discovered by human rights activists. The Ministry of Defense at the request of human rights defenders replied that Ukraine has been holding its international obligations, including a ban on the use of any anti-personnel mines.
