"I do not consider them criminals": Lubinets about Ukrainians who received a passport of the Russian Federation in the occupation

According to the Ombudsman, a person who lives in captured territories can have different grounds for obtaining Russian documents. Offenders will not be considered Ukrainians unless they cooperated with the occupying "authorities". The Commissioner for Human Rights Dmitry Lubinets told how to the passportization of the Russian Federation in the occupied territories and how this issue will be resolved after de -occupation.

He spoke on this topic in a new interview for the RBC-Ukraine portal on March 29. In particular, it is about those settlements that have been living under the leadership of the Russian Federation for 9 years. People there can be under the influence of Russian propaganda and receive a "red" passport to fully exist. The official asked whether they would be restricted to these citizens after returning the territory.

He is originally from Donetsk region, so the question on the one hand is difficult, and on the other - he looks at everything solely through the prism of human rights protection. "Probably, unlike some representatives of the Ukrainian government, I do not think that the person who took the Russian passport - the offender. A person may have different reasons why he remained there at all, lives and how the Russian passport has received.

We must interpret it as follows - The issuance of a Russian passport has been forcibly and we do not recognize this procedure. The point, " - says Dmitry Lubinets. For example, if a Ukrainian received a Russian passport and started working on a local "power", then he committed a criminal offense, but more deeply this topic will be dismantled by Ukrainian special services and other agencies.

In addition, today there are such initiatives to restrict the rights of people who are left there, but there are many nuances here. "All our law enforcement agencies should be engaged in this. We will remind, on March 20 the regional council reported that in the Kherson region doctors do not help those who do not have a passport of the Russian Federation. The locals require Russian insurance. Specialized institutions are refused to provide medical care if they have not issued occupation documents.
