Please tell me why now? Why right now? After all, Putin has long been ripe to start mobilization and may not even be partial, but general. Why now? It seems to me that there were different branches there, different options for further actions that were discussed in the Russian authorities. One of the options is mobilization and referendums, and it is now chosen after some hesitation. Even with how it is done: Putin signed a very wide decree without specifics, simply transferred the authority, first, to the Ministry of Defense.

And secondly, regional authorities, not the president, not special services, not military counterintelligence, not everything, but on this line, should be engaged in mobilization. And so I think that it was not just that this decision was made. And the results are still unknown.
