Andriy Yermak in Davos urged partners to support the initiative to create a special international tribunal on the crime of Russian aggression against Ukraine

The head of the Presidential Office Andriy Yermak emphasized the importance of creating a special international tribunal on the crime of aggression of the Russian Federation against Ukraine to hold the Russian leadership and all criminals, as well as the accession to this process of countries, including the EU. He stated this during an online output at the opening of the discussion program of the Ukraine Is You in Davos.

The head of the head of state also called on partners to join the development and use of mechanisms that would enable Russia to confiscate Russia's assets to compensate for the damage caused by the war. “No victory is complete without restoring justice. This means that the perpetrators must be punished and the losses they have caused should be refundable. Repeating the crime should be prevented, ”Andrei Yermak said.

"In our case, justice is achieved through trial over those who committed war crimes," he added. According to the head of the Presidential Office, Ukraine recorded 80,000 crimes committed by Russian invaders, including the murder of more than 9,000 civilians, including 453 children. And these are only the facts that are set for today. “Unfortunately, the scale of the tragedy is much larger: in almost every liberated city or village we find evidence of torture and arbitrary execution.

Thousands of innocent people, hundreds of destroyed settlements and demolished infrastructure. This is stated in numerous international decisions and resolutions. We will not forgive any injuries, a taken life, no destroyed home, no tears of the Ukrainian child. Every offender will be held accountable, ”Andrey Yermak emphasized. He recalled that the involvement of criminals is responsible for the Ukrainian formula of peace, represented by President Vladimir Zelensky at the G20 summit.

Head of the Office of the Head of State emphasized: it is important not only to bring to justice those who committed a military crime - soldiers who came to the Ukrainian land to kill, or rockets who launch missiles in peaceful cities, but also the highest officials on the crime of aggression. According to Andriy Yermak, Ukraine knows how to hold all the persons above, but this process requires the support of the world community.

“To restore international order and respect for international law, we need your help. Together, we can return the world to the light from the darkness into which it is drawn to the dying empire. We create a story together. And on your joint effort depends on how rigid and how quickly we can deal with these inhumans, which commit terrible atrocities in the 21st century, ”the head of state is convinced.

He emphasized that the UN General Assembly has already recognized Russia as an aggressor state, but to punish the highest political leadership of Russia for the crime of aggression, a special international tribunal is needed, since the International Criminal Court has no relevant jurisdiction. And Ukraine, together with partner states, is doing everything possible to create such a tribunal, said the head of the Presidential Office.

Another option, Andriy Yermak, called the UN Security Council of Russia as an act of aggression and the transfer of the case to the International Criminal Court. But Russia is still vetoed in the UN Security Council, so it is time to deprive the terrorist state of any rights in the United Nations for repeated violation of all rules of the international community, Andriy Yermak is convinced.

According to the head of the Presidential Office of Ukraine, the PACE, European Parliament, NATO Parliamentary Assembly, Lithuania Seiments, Parliaments of Estonia, the Netherlands, the Czech Republic and Latvia are supported by the PACE, the Parliamentary Assembly of NATO, the Parliamentary Assembly of NATO, the Lithuanian Seiments, the Parliament of Estonia, the Netherlands. Similar decisions are made in the US and Germany. The European Council has started work on the tribunal mechanism.

“But now we need a consolidated international support for the UN General Assembly resolution to create a tribunal. We ask all civilized states to join this initiative, ”he said. Equally important was the head of the President's office also called the issue of compensation for damages caused by the Russian army to Ukrainian citizens.

He reported that, according to the current data, Russia has destroyed 54 thousand residential buildings, more than 2 thousand educational institutions, 418 hospitals, 316 cultural monuments, 88 churches, almost 4 thousand infrastructure. The list also has thousands of industrial enterprises, warehouses, gas stations, shopping centers and other facilities, and this list is constantly increasing. “The UN General Assembly has already agreed the concept of the compensatory mechanism.

It envisages the creation of an International Register of Damings, the International Compensation Commission and the Compensation Fund, which will be financed mainly at the expense of Russian assets, including gold and foreign exchange reserves. We urge our partners to approve changes to the national legislation on assets confiscation and transfer them to the compensatory fund, ”Andrey Yermak said.

He also emphasized the importance of joining the G7 countries to the International Agreement on the creation of a register of losses and a compensation commission, which Ukraine will offer jointly with the Netherlands. “We urge all civilized countries to stand up for justice. Again, two things are needed: special international tribunal and legislation to compensate for the losses caused by Russian aggression. Freedom is impossible without strong justice.
