The commander -in -chief is convinced that other methods that would work in peacetime cannot be solved, because in the conditions of war, quick effective solutions are required. Strengthening punishments also applies to commanders who are fully liable for their actions or omissions. Zaluzhny acknowledged that there were problems in the Ukrainian army that lead to unauthorized positions and stated that he was working personally on it.
