What does it mean? This liberation operation of our defense forces is analogy for Ukraine for many battles of the past, which were turning points in the wars. They symbolized such changes, after which people already knew who would be a victory, although they still had to fight for her. This is, for example, D-Day is the landing of allies in Normandy. It has not yet been a point in the fight against evil, but already determined the entire further course of events. This is what we feel now.
Now that Kherson is free. To liberate all our land from the racists, we will have to fight for a while . . . to fight! But if the victory will still be for us, and we are sure of this, then it is not necessary to try to realize our formula of peace to save thousands of lives and to protect the world from new destabilization? That is why I want to present our vision of the path to peace - how to realize it. And not only for us, but for all of you, your allies and partners.
In my speech in September this year, at a session of the UN General Assembly, I presented the Ukrainian formula of peace. The formula of peace for the world. Just when the world hoped for the restoration after the pandemia strokes, the Russian war provoked a series of new global blows. It must be stopped! There is a set of solutions to be implemented. And I want the conversation about it to be public, not a shrub. I want this to be discussed specifically, not wide strokes.
Maybe I will take a little more time than the regulation. But the issue of peace is worth it. I want this aggressive Russian war to end fairly and on the basis of the UN Charter and International Law, not "Abjac" - by the apt wording of Mr. UN Secretary General Anthony Gutherrish. Ukraine should not offer compromises with conscience, sovereignty, territory and independence. We respect the rules and we are the people of the word.

It is obvious that the words of Russia cannot be trusted, and there will be no "Minsk - 3", which Russia will break immediately after the conclusion.
If there is no appropriate action to restore peace, it means that Russia just wants to deceive all of you again, deceive the world and freeze the war just when its defeat became especially tangible. We will not allow Russia to wait, increase the forces, and then start a new series of terror and global destabilization. I am sure that right now it is necessary and it is possible to stop the devastating Russian war. Therefore, Ukraine's proposals. The first is radiation and nuclear security.
No one has the right to blackmail the world with a radiation disaster. This is an axiom. But in the eyes of the whole world, Russia has transformed our Zaporizhzhya nuclear station into a radiation bomb that can explode at any moment. Where will the radiation cloud go? Perhaps on the EU territory. Perhaps in Turkey. Perhaps to the Middle East. I consider even the hypothetical possibility of such a scenario! Radiation safety must be restored.
The IAEA has already provided appropriate recommendations, confirming all the risks we have been talking about. Therefore, Russia should immediately remove all its fighters from the territory of Zaporizhzhya. The station must be immediately transferred to the IAEA and Ukrainian staff. The normal connection of the station to the power grid should be immediately restored so that nothing threatens the stability of the reactors.
We have proposed to send the MAIE missions to all Ukrainian atomic stations - four of them, a total of 15 atomic blocks. Plus the Chernobyl station that is stopped and preserved. Such missions can be verified that any hostile activity against Ukrainian nuclear objects is indeed stopped. Is it a long time to realize this? Russia can start tomorrow the demilitarization of the Zaporozhye NPP, if it is really ready to restore its radical security.
The same applies to crazy threats with nuclear weapons that Russian officials resort to. There is no and no excuses for nuclear blackmail. And I thank you, dear G19, for confirming it clearly. But please apply all your power to make Russia give up any threats with nuclear weapons. The basis for such efforts may be the Budapest Memorandum and the corresponding capabilities of the signature states. The second call is food safety.
Thanks to the powerful participation of the UN, Turkey and other partners, we have shown how several cooperation can restore food security for many. I believe that our export grain initiative deserves indefinite extension, no matter when the war is over. The right to food is the fundamental right of every person in the world. Since July, Ukraine has exported more than 10 million tons of food. We can increase exports by another millions of tons a month.
To do this, I propose to expand the export grain initiative to other ports, including the ports of Nikolaev and Olbia in the Nikolaev area. I also urge all countries, including your countries, dear G19 leaders, to join our food initiative with the poorest. This initiative - Grain from Ukraine - is already started. And the first Nord Vind ship goes into Ethiopia. On board 27 thousand tons of wheat. This is food for almost 100,000 people a year.
There can be many such vessels from Ukraine, and therefore many people in poor countries that are saved from starvation. Ukraine can export 45 million tons of food this year. And let the essential part be directed to those who suffer the most. What specifically do we offer? Each country can join a specific contribution and become a co -creator of victory over hunger and food crisis. The third is energy safety. You all see what Russian terror is now aimed at.
It is an effort to turn the cold into a weapon. On weapons against millions of people. The strikes of Russian rockets and Iranian drones used by the occupiers have destroyed about 40% of our energy infrastructure. Weekly, Russia undermines our power plants, transformers, electricity supply lines. The concomitant goal of this terror is not to export our electricity to neighboring countries, which could significantly help them to stabilize the energy situation and reduce prices for consumers.
Russia is interested in energy crops. And we all have to be interested in terminating terror. I thank all our partners who have already helped Ukraine with the supply of air defense systems and about. This enables us to knock out some of the Russian missiles and Iranian drones. But we must completely protect our sky.
I ask you to increase appropriate help! We have already proposed to send the mission of UN experts to the critical energy infrastructure of Ukraine to evaluate the destruction and needs of restoration, as well as to prevent them from being destroyed. It is necessary to accelerate this mission! It will be a specific contribution of the international community to stabilization of energy -making in Ukraine and Europe, and therefore at the global energy market.
However, regardless of the world's decisions, Russia can abandon the blows of Ukrainian energy and objects involved in the supply of water and heat to people any day. Let Russia prove such a rejection of terror that is truly interested in returning peace. We must also take a fundamental step to ensure that energy resources are no longer used as weapons. The price limit for Russian energy resources should be imposed.
If Russia is trying to deprive Ukraine, Europe and all energy consumers in the world of predictability and stability of prices, it should be a compulsory limitation of export prices for Russia. That exports are no higher cost. It's honest. If you take away, the world has the right to take away from you. The fourth challenge is the release of all prisoners and deported. Thousands of our people - military and civilians - in Russian captivity.
They are subjected to cruel torture - it is a massive abuse! In addition, we know nearly 11,000 children who were deported to Russia by name. They are divorced with parents, knowing that they have families. And in addition to these children, there are tens of thousands of those who have been forcibly exported and whom we only know indirectly. Among them are children whose parents were killed by Russian blows, and now they are kept in the killer state.
Add hundreds of thousands of deported adults to this, and you will see what humanitarian catastrophe the Russian war has caused. Add political prisoners - Ukrainian citizens who are kept in Russia and in the temporarily occupied territory, including in the Crimea. We have to release all these people! I want to point out that we have not found support at the International Committee of the Red Cross.
We do not see that they are fully fighting for access to camps where Ukrainian prisoners and political prisoners, or that they help to seek deported Ukrainians. And such self -removal is the self -destruction of the Red Cross as an organization that was once respected. We can't wait. Therefore, we must unite for the sake of a single realistic model of liberation of prisoners - "all on all". And for the sake of liberation of all children and adults who were deported to Russia.
I thank my partners for their efforts who have made it possible to release many Ukrainians and foreign citizens who were captured by Russian. And let your leadership and the sincere heart of other leaders that are present now will help liberate other Ukrainians. Fifth - the implementation of the UN Charter and the restoration of the territorial integrity of Ukraine and world order. The second article of the UN Charter very clearly defines everything. Everything that Russia has broken this war.
Therefore, we must restore the power of international law. And without any compromises with the aggressor. Because the UN Statute cannot act in somehow partially, selectively or "optional". Russia should confirm the territorial integrity of Ukraine within the relevant resolutions of the UN General Assembly and the corresponding array of contractual documents. This is absolutely specific. The sixth challenge is the withdrawal of Russian troops and the termination of hostilities.
There is a clear understanding of how to provide it. Russia should withdraw all its troops and armed forces from the territory of Ukraine. The control of Ukraine over all sections of our state border with Russia must be restored. This will result in a real and complete cessation of hostilities. Every day of delaying this means new deaths of Ukrainians, new threats to the world and the crazy increase in losses due to the continuation of Russian aggression - losses for all in the world.
Seventh is justice. This is what provokes the greatest emotions. When we liberate our land, we see one thing everywhere: Russia leaves the torture and mass burials of killed people. This was the case in Bucha and other cities in the north after occupation. This was the case in the Kharkiv region. We see the same in Kherson now. As of today, we have complete information about 430 children killed by Russian blows. Only children! And only those we know everything about.
And how many mass burials in the territory that still remains under the control of Russia? What will we see in Mariupol? That is why the world must recognize a special tribunal for Russia's aggression against Ukraine and the creation of an international mechanism for compensation for all the losses caused by this war. Compensation at the expense of Russian assets, because it is the aggressor who must do everything to restore his violated justice.
We have already been proposed by the UN General Assembly resolution on the international compensation mechanism for the losses caused by the Russian war. It is voted. We ask to apply it. We are also preparing the second resolution - for a special joint. I ask you to join and support it. Because there is no such people on earth that did not value justice. The eighth challenge is ecocide, the need for immediate protection of nature. Millions of hectares of forest are burned by shelling.
Nearly 200,000 hectares of our land are contaminated with mines and shells that have not broken. Dozens of coal mines were flooded, including a mine, in which an underground nuclear explosion was carried out in 1979 . . . It is a junk mine in Donetsk region. It is in Russia occupied by Russia. It has been flooded for several years because of the occupiers.
Although everyone in Moscow knows what a threat is not only to rivers in the Donetsk region, but also to the Azov Sea, and therefore for the Black Sea basin. Only the de -occupation of our territory can create conditions to relieve this threat. It is impossible to accurately calculate the volume of atmospheric pollution from burned oil and other fires . . . And yet - undermined structures, burned chemical enterprises, many burials of killed animals.
Just imagine this: 6 million domestic animals were killed as a result of Russian aggression. 6 million! This is official data. At least 50,000 dolphins in the Black Sea were destroyed. Thousands of hectares of soil are contaminated with harmful substances. Most of them are fertile soils. There were fertile soils. Last week, at the Climate Summit in Egypt, I suggested to create a platform for evaluating environmental losses from the war. We have to implement it.
We also need to find joint answers to all environmental threats created by war. Without this, there will be no return to a normal, stable life, and the echo of the war will persist for a long time - in the explosions of mines that will take away the lives of children and adults, in water pollution, soils and atmosphere. I thank all the countries that already help us with demining. The urgent increase in the amount of such equipment and specialists is required.
Funds and technologies for the restoration of treatment plants are also needed. It's not just a Ukrainian problem. This is a challenge for the whole world. The next, ninth, is to prevent escalation. The risk that is and will be constantly until our safety is guaranteed properly. Ukraine is not a member of any of the alliances. And this Russian war was able to begin because Ukraine remained in the "gray zone" - between the Euro -Atlantic world and Russian imperialism.
Now we also have no safety guarantees. So how to prevent repetition of such aggression of Russia against us? We need effective safety guarantees. Therefore, they prepared a draft KYIV Security Compact agreement and have already offered it to partners. Therefore, we have to hold an international conference for fixing key elements of post -war security architecture in the Euro -Atlantic space, including guarantees for Ukraine.
The main result of the conference should be the signing of the Kyiv Security Compact. We can do it at any time-even this year. And we have to do it. And the tenth point is fixing the end of the war. When all anti -war steps are implemented when security and justice begin to recover, the parties must sign a fixation document. I emphasize that each of these challenges on the way to peace cannot take a lot of time. Maximum month per one point. Some days are enough.
We already have a positive experience of export grain initiative. How does she work? There are two sides of the arrangements: on the one hand - Ukraine, Turkey and the UN, and on the other hand - Russia, Turkey and the UN. Similarly, the implementation of each of I voiced now may work, where the parties can be different states that are ready to take on leadership in a particular decision.
Once again: radiation and nuclear safety, food safety, energy safety, release of all prisoners and deported, execution of the UN Charter and restoration of territorial integrity of Ukraine and world order, withdrawal - fixation of the end of the war. Dear leaders! I outlined the directions that each of you can choose for yourself how to become a co -creator of peace. Please choose your direction for leadership, and together we will realize the formula of peace.
What will it give? This is the salvation of thousands of lives. It is the restoration of the power of international law. This is an upgrade of security architecture. It is a return of global stability, without which everyone suffers in the world. And this is the meaning of what the honest countries of the world cooperate for. Peace is global value.
