"Neither money nor weapons": UPs found overdue contracts of specialists for UAH 8.9 billion
This is stated in the investigation of "Ukrainian Truth" of May 25. In March 2022, Russian invaders were still near Kiev, when state-owned monopoly companies received funding for the purchase of weapons. As noted in the publication, in many cases, institution managers thought about their own risks, not responsibility.
In the summer of 2022, the Minister of Defense Alexei Reznikov said that in some places specialists competed and overestimated prices, sometimes the case almost came to disruption of agreements on certain weapons, which were between Zelensky and European colleagues. Therefore, in October 2022, by order of Reznikov, they created a special Commission on consideration of the issues of repayment of overdue receivables.
The publication argues that at the end of 2022 they became aware that it was a billion hryvnias of non -fulfilled weapons on contracts, which were concluded in the first months of a full -scale war. Also, the audit of the execution of contracts in the Defense Ministry showed very poor indicators, especially in part of the contracts of weapons.
Already in 2023, the Ministry of Defense began to sue the subordinate state -owned companies that received money for weapons 100% prepayment, but have not yet fulfilled contracts. As of May 23, journalists were able to find at least 30 lawsuits of the department of up to 4 state -owned enterprises. In particular, in these 30 cases, the total volume of overdue contracts is UAH 8. 9 billion - these are only those claims that were found in the court register.
The Defense Ministry confirmed information on lawsuits and calculations on the number and total cost of claims. However, the department stated that they are working to minimize possible risks. However, it is noted that the amount of UAH 8. 9 billion includes not only prepayments, but also penalties and penalties for overdue contract execution. The authors give examples where the contracts have not been fulfilled. Progress received 1.
3 billion hryvnias from the budget, which, according to sources of the publication, had to go to the shells for the Grad RSSU. However, the contract was not fulfilled. The total amount that "progress" is to return is UAH 2. 6 billion. Among the contracts are the supply of used armored vehicles. In addition, about 3 billion of the Defense Ministry should be returned from the little -known Polish company Alfa SP. Z, which is probably related to the leadership of "Progress".
